      By Sharon Terlep Boeing has poached an executive from defense rival Northrop Grumman to run its Phantom Works division, which oversees research efforts for its Pentagon business and is involved in bidding for U.S. government projects. Colin Miller, a former Air Force commander who oversaw aeronautics engineering at Northrop, will take over the division, the jet maker told employees on Thursday. The Phantom Works division is also being combined into a single business unit. It currently is divided into separate organizations within Boeing's defense business. Boeing has been beaten out by rivals in several high-profile competitions for U.S. government programs. The company lost out earlier this year on a piece of a $30 billion U.S. Air Force program to develop drones that would fly alongside manned aircraft. It also didn't come away with a contract to build the next generation of the Air Force's so-called Doomsday aircraft, named for its ability to withstand nuclear war. The aerospace giant has been losing billions on military contracts and in September new Boeing CEO Kelly Ortberg fired the defense unit's chief. The company has taken big write-downs on several Pentagon contracts, including one to convert two 747 jumbo jets into new Air Force One jets. "We are working hard to stabilize BDS by sharpening our focus on delivering the programs and capabilities that are core to our business and our customers' missions," a Boeing spokeswoman said in a statement, referring to Boeing Defense, Space and Security, a unit of the company.
