  1838 ET - In its investigation of a train derailment in a small town in Ohio where toxic chemicals were released, the National Transportation Safety Board criticised the decision by the freight railroad and first responders to vent-and-burn tank cars and concluded that the procedure was unnecessary. Norfolk and its contractors say they considered the risk of a catastrophic explosion with five tank cars carrying vinyl chloride. The NTSB said Norfolk misinterpreted and disregarded evidence from OxyVinyls, the vinyl chloride shipper, whose employees also went to East Palestine and shared that they did not believe a catastrophic tank failure would occur. The NTSB added that Norfolk withheld this dissenting information with the local fire chief. Norfolk disputed this characterization, saying that the shippers' representatives were in the same building with the decision makers and that they could have communicated their views directly.
